§ 12-2. Roller skates or blades, skate board, coasters, etc.

(a)

No person upon roller skates or blades, skate boards, or riding in or by means of any coasters, toy vehicle, or similar device shall cross any roadway except while crossing a street on a crosswalk. When so crossing, any person shall be granted all the rights and shall be subject to all the duties applicable to pedestrians.

(b)

There shall be no such skating or riding on the sidewalks and/or streets except under terms and conditions expressly allowed by the council by resolution or ordinance.

(c)

It shall be unlawful for persons skating or riding on sidewalks or streets to gather in crowds, to create noise, to be guilty of any disorderly conduct, to take hold of or hang on to any automobile or other vehicle, or to interfere in any way with the natural progress of automobiles or other vehicles along and in the streets of the city. It shall be unlawful for two (2) or more persons to join hands while skating on sidewalks or streets. Persons skating or riding on sidewalks shall give right-of-way to, and in no way interfere with, persons walking on the sidewalks.

(d)

Persons shall only be allowed to skate on streets and/or sidewalks from thirty (30) minutes after sunrise to thirty (30) minutes before sunset.

(e)

Persons shall be allowed to skate on any and all public streets in the city limits except for the following streets as indicated below. The city may supplement, change or make deletions to this list as it determines necessary for the general public health, safety and welfare.

(f)

In addition, no skating as authorized by this section will be allowed to be conducted on the property of the city of Cartersville. Except as designated in the city's recreation areas by the city's recreation director.

(g)

Any person violating any provision of this section shall be subject to the penalties provided for violation of this chapter; provided, however that any such offender under the age of seventeen (17) years shall be dealt with as provided by law. The parent of any child and the guardian of the person of any ward shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this section.
