§ 21-1. Definitions.
The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Authorized private receptacle means a litter storage and collection receptacle constructed so as to reasonably confine and retain garbage, litter and trash.
City-owned container means a receptacle designed to be unloaded by truck operation, of a minimum capacity of two (2) cubic yards, owned by the city, and placed in various locations within the city.
Contractor means anyone engaged for hire in yard work, tree cutting, painting, roofing, carpentry, etc.
Garbage means all accumulations of household or domestic waste, including waste from the preparation of and cooking of food, vegetables, fruit, and meat scraps; cold ashes; cans; and other such material to be disposed of from residences, churches, schools, office buildings, small business establishments and similar places, sidewalks, alleys, vacant lots or any public place.
Industrial refuse means waste material from industrial processes, manufacturing, canneries, slaughterhouses, packing plants, poultry processing plants, or similar industries, and large quantities of condemned foods. Industrial refuse shall also include waste material from construction, remodeling and repair operations on houses, commercial buildings, and other structures, such as concrete, bricks, plaster, stone, earth, lumber, shavings and sawdust.
Litter means garbage, trash, refuse, rubbish, and all other waste material that, if thrown or deposited contrary to the provisions of this chapter, would tend to create a danger to public health, safety and welfare.
Private premises means any dwelling, house, building or other structure designed or used wholly or in part for private residential purposes, whether inhabited or temporarily or continuously uninhabited or vacant, and shall include any yard, grounds, vacant lot, walk, driveway, parking area, porch, steps, vestibule or mailbox belonging or appurtenant to such dwelling, house, building or other structure.
Public place means any street, sidewalk, boulevard, alley or other public way, and any public park, square, space, building or grounds.
Public works department means the department of the city government empowered by the council to direct the refuse collection and disposal activities of the city.
Public works director means the person authorized by the city to enforce the provisions of this chapter.
Refuse means all putrescible and nonputrescible solid waste, except body waste, including garbage, trash, rubbish, ashes, street cleanings, dead animals, abandoned motor vehicles, tires, and solid wastes from markets and industrial uses.
Trash means nonputrescible solid wastes including both combustible and noncombustible wastes, such as paper, wrappings, cigarettes, cardboard, tin cans, wood, glass, bedding, crockery, plastic and other similar materials.
