§ 21-15. Unauthorized use of city-owned containers.

(a)

No person, not a resident of the city, shall deposit litter in any city-owned container.

(b)

No person, other than the customer paying for the privilege of depositing litter in a specific city-owned container furnished for his use, shall deposit litter in such container.
