§ 22-36. Required; exceptions.

  • (a)

    An application and permit shall be required for each such parade, provided however, only one (1) application and permit shall be required for each proposed parade. All such parades shall be conducted under the supervision of the person or persons making application for the same, and shall be conducted in a peaceable and orderly manner in compliance with the laws and ordinances applicable thereto.

    (b)

    A parade permit shall be obtained from the city manager. The requirement for a parade permit is not applicable to:

    (1)

    Funeral processions;

    (2)

    Students going to and from school classes; and

    (3)

    A governmental agency acting within the scope of its functions; or

    (4)

    Handbilling whether engaged in by an individual or group.
