§ 22-38. Issuance.

[The city manager or his designee shall issue a permit as provided in this section from a consideration of the application and from such information as may otherwise be obtained, unless he finds that:]
(1)

The conduct of the parade will substantially interrupt the safe and orderly movement of other traffic contiguous to its route;

(2)

The conduct of the parade will interfere with the movement of fire fighting equipment en route to a fire.
