Article II. HORSE-DRAWN CARRIAGES |
§ 25-32. Vehicles for hire pulled by animals.
Vehicles for hire pulled by animals must be properly lubricated and wheels must spin freely. Such vehicles for hire must be inspected and approved for service by the City of Cartersville at least every six (6) months, but are subject to removal from service pending repair and reinspection.
(1)
Vehicles used for the purposes as outlined above shall conform to the following vehicle specifications:
a.
The wheel base shall be equal to or less than fourteen (14) feet;
b.
The total overall length of the vehicle shall be equal to or less than twenty-eight (28) feet;
c.
The maximum overall width of the vehicle shall be equal to or less than seventy-eight (78) inches;
d.
The tires shall be rubber or other resilient material. Metal tires shall be prohibited;
e.
The vehicle right turn radii shall not be greater than twelve (12) feet for the right rear wheel and twenty-four (24) feet for the left front wheel;
f.
The vehicle shall be drawn by no more than two (2) animals, except at parades and a special event approved by the City of Cartersville;
g.
Vehicles shall be equipped with one (1) red light on each outer extremity of the rear of the vehicle body and mounted between the two (2) and five (5) feet above the road surface. Similarly mounted yellow lights shall be mounted on the front of the vehicle body. Each light shall be no less than four (4) inches in diameter. Vehicles shall also be equipped with a slow-moving vehicle emblem as required by Georgia Code title 40, section 8-4;
h.
A certification prepared in accordance with standards established by the City of Cartersville indicating the weight of the carriage should be submitted to the City of Cartersville at least once yearly but in any case each time the carriage is modified in any way.

Carriages must be properly lubricated and wheels must spin freely. Carriages must be inspected and approved for service by the City of Cartersville at least once every six (6) months, but are subject to removal from service pending repair and reinspection. The inspection sticker shall be placed on the vehicle in a location approved by the City of Cartersville.

Each company operating carriages must identify each carriage with a number and the name of the company prominently displayed on each side of the rear of each vehicle. The number shall be displayed, along with the insurance sticker, on a plate or tag approved by the City of Cartersville. Each company will have its listed telephone number printed on the vehicle so as to receive comments and complaints regarding the animal-drawn vehicle service. Each company shall identify each of its carriages by a carriage number. This number shall be affixed to each side and the rear of the carriage, in a color which contrasts with the carriage background color. The carriage number shall be at least five (5) inches high.
