§ 2-35. Limitation of debate.

No councilmember shall be allowed to speak more than once upon any one (1) subject until every other member choosing to speak thereon shall have spoken; and no member shall speak more than twice upon any one (1) subject, nor for a longer time than ten (10) minutes, without leave of council.
