§ 2-42. Committee of the whole.

  • When the council shall decide to go into a committee of the whole, if there be no objection the regular officers shall continue to serve; otherwise the council shall appoint a chairman to preside, and the mayor shall leave the chair. The rules of the council as far as applicable shall be observed in the committee of the whole, except that no limit shall be placed on the frequency of speaking, the yeas and nays shall not be taken, and a motion to rise and report progress shall always be in order and shall be decided without debate.
