§ 2-52. Intent.
(a)
It is the intent of this section that city council members avoid any action whether or not specifically prohibited herein which might result in, or create the appearance of the following:
(1)
Using public office for private gain;
(2)
Impeding government efficiency or economy; or
(3)
Affecting adversely the confidence of the public in the integrity of the government.
(b)
It is further the goal of the mayor and city council to conduct its affairs according to the following ethical principles:
(1)
To serve others, not ourselves;
(2)
To use resources with efficiency and economy;
(3)
To treat all people fairly;
(4)
To use the power of our position for the well being of our constituents; and
(5)
To create an environment of honesty, openness and integrity.
