§ 2-142. Purchases to be made through purchasing agent; exception.

  • No officer or employee of the city shall purchase for and on behalf of the city any material or supplies, goods, wares or merchandise of any kind or character except through the purchasing agent; and no voucher, check or other method of payment shall be honored if this method is not followed. It shall be considered a breach of duty on the part of any officer or employee of the city to make any purchase, or aid and abet the making of any purchase in any other manner than through the purchasing agent; provided, however, that this section shall not apply to purchases as specifically provided in sections 2-144 and 2-145.
