All licenses shall be issued on a calendar year basis and shall be renewable as a matter of course upon payment of the appropriate fee, on or before December 31 of each year, except as provided in subsection (d).

    (b)

The license fee shall be paid in full. A penalty of ten (10) percent of the amount of the annual license fee shall be assessed on any application for renewal filed after December 31.

If the chief reports any activity which constitutes probable cause for not renewing a license, the renewal shall not be made, and the matter shall be referred to the alcohol control board for its consideration.

    (e)

The alcohol control board shall afford the licensee a public hearing, after reasonable notice, and may grant, deny for cause, or grant with conditions, the renewal of any license.

    (f)

The alcohol control board on an application for renewal shall be guided by the same criticism and qualifications as for the issuance of the initial license.
