§ 6-19. Buildings to be erected, etc., only on public streets.

No building permit shall be issued and no building shall be erected on any lot in the city unless the street giving access thereto has been accepted as a public street or unless such street had attained the status of a public street, or unless a bond or similar instrument guarantee the construction of the street has been executed in the favor of the city.
