§ 21-28. Placement of garbage for collection.

  • (a)

    All standardized wheeled carts provided by the city shall be placed within three (3) feet of a street or accessible alley open to motor vehicles. Carts shall be placed no later than 7:00 a.m. on the scheduled collection day and removed from the street as soon as possible, but no later than 7:00 p.m. on the day of collection.

    (b)

    All other receptacles containing garbage or trash shall be placed for collection at the rear of property wherever an alley or passageway is open to motor vehicles, and at other places garbage containers shall be placed near the driveway at the side of the house or building or as authorized by the public works director. Garbage containers shall be placed for collection at ground level on the property and with access without the need for walking or carrying a refuse container over, under or around any yard or property obstacle. No garbage shall be collected where garbage containers cannot be reached by sanitation personnel without unlocking or opening a door, gate or other similar obstacle; encountering a dog; or otherwise being denied reasonable access by parked vehicles, yard tools and equipment, or other similar objects. No garbage receptacles or containers shall be stored in front of the building line closest to the street. No receptacles shall be placed in garages. Only standardized wheeled carts provided by the city will be collected.
