§ 21-33. Trash collections.

  • (a)

    The collection of trash, if collected separately, shall be at a time and in a manner prescribed by the public works director. At no time shall trash be placed in such a manner as to obstruct gutters, drains, walkways, or streets. Tree limbs and branches shall not exceed five (5) feet in length or fifty (50) pounds in weight in any unit to be handled by collection workers. The fee schedule for tree limbs and branch collections are defined in subsection 21-34(f) of this chapter. Leaves, grass clippings, straw and similar items must be placed for collection in paper bags or containers separate from other trash. Bulk or loose leaves may be placed at the curb for pickup from November 1 to March 31 every fiscal year. All grass clippings shall be bagged in paper bags or containerized as authorized by the public works department. Rocks, dirt, concrete blocks, or bricks are not considered trash and shall not be collected. No material shall be collected by the public works department resulting from the construction, remodeling or demolition of buildings or fixtures, or containing building materials, including floor and carpet scraps. No debris from burned houses or their contents shall be collected by the public works department.

    (b)

    Only household garbage is to be placed in the container provided by the city for normal garbage pickup.

    (c)

    Household garbage includes the normal garbage generated by a residence, not including the materials listed in sections 21-29, 21-30 and subsection 21-33(a).

    (d)

    Effective September 1, 1997, the following items, prior to collection by the city, shall require a sticker to be purchased and placed on said item. The items are as follows: appliances, freezers, dressers, bicycles, mattresses, window air conditioning units, refrigerators, dishwashers, end tables, commodes, box springs, stoves, couch, tables, sinks, beds, TV sets, recliners, chairs, grills, frames, washers and dryers, microwaves, hot water heaters, swing sets (broken down), lawnmowers, and any other items which, in the discretion of the director of public works, shall comply with this requirement. The fee shall be as described in subsection 21-34(e) of this chapter.
